<Eugen Block> Because you only need one active MGR and one standby MGR for redundancy (especially during upgrades). After cluster deployment you can have as many MGR daemons as you want, but 2 is a perfect default from my perspective. Why would you need more?

<drakonstein> Agreed with Eugen. There is no quorum like MON, there's no sharding like large MDS deployments, it's only an active and a backup. No need to use up more resources to have something that isn't needed.
